Google Forms has no built-in reminder for people who have not responded. To remind them, you need an add-on, a script, or a tool that knows whom you asked. Google Forms also cannot show who has not responded. It shows only the answers you got.
What Google Forms can do
- See who responded: turn on email collection in the form settings. Each answer then carries the email of the person.
- Prefill a link: "Get pre-filled link" makes one link with fixed answers. It does not track anyone.
- Find who is missing: export the answers, and compare the emails with your own list in a spreadsheet. Google Forms has no list of the people you asked.
Option 1: an add-on
The Google Workspace Marketplace has add-ons that send emails about a form. For example:
- Form Fill Reminder Email: sends reminders on a schedule, tied to a recurring Calendar event.
- Formfacade - Email notification: reminds people who left a response unfinished.
- Notify Google Forms: can create a reminder for a date.
None of these three states that it reminds only the people who have not responded. Check what an add-on can read and send before you install it.
Option 2: Apps Script
A script can read the responses of a form (FormApp, getResponses()), compare them with a list in a sheet, and send emails with Gmail. You build and maintain the logic yourself, and Gmail sending limits apply.
Option 3: personal links with automatic reminders
